The Democrats spent $787 billion in a ‘stimulus’ package in order to have the government ‘create’ jobs. They failed. Unemployment has risen—and is now at 9.1%. So, what’s the Democrats’ Plan B? That’s right: More Debt! (Except they are not calling it spending this time around. Now it is “investing” in the future. The name has changed; the concept has not—spend, spend, spend!!!—my addition)

Just how bad has the Democrats’ stimulus failed? Obama’s threatened ‘worst case scenario’ for jobs if his Stimulus plan wasn’t passed would have actually been better than the reality. This means according to the White House’s own prediction their stimulus killed jobs, and now the Democrats want to pile more failure on top of failure. Spending an astonishing amount of your tax dollars hasn’t worked, so now they want to try more of the same.
Unemployment was high when President Ronald Reagan took office, but he didn’t solve it by spending his way out of it. He wanted to try something different: fiscal responsibility and lowered tax rates. At the time, we were assured by Democrats and the media told us that Reagan was crazy. How did his plan work out? Unemployment fell to 5.3% under his leadership, and it kicked off an era of prosperity that lasted a generation in this country.
But Democrats either don’t get that, or ignore it. They want to continue to burden our children and grandchildren by raising the staggering debt ceiling above $14.3 trillion.
President Obama’s failure to lead on this issue and the Democrats’ lack of fiscal restraint got us into this mess. (Kick started again in 2007 with the new, Democratic controlled Congress. Congress determines the budget, not the President!—my addition) We can’t spend our way out of it now.

“Sign with 47 GOP Senators Calling For A Balanced Budget Amendment
America has reached a critical turning point in the way our government does business. On May 16, the U.S. hit the $14,300,000,000,000 debt ceiling, meaning the country can no longer borrow money without Congressional action. Put simply, the spending spree is over. My Democratic colleagues refuse to face reality and join with the majority of Americans that want real spending reforms. The Treasury Department has even begun borrowing money from federal retirement pension funds just to continue the Democrats spending binge. The government is already expected to run a $1.5 trillion deficit this year, and if things continue down this path, we’ll end up piling more debt on top of that just to sustain the status quo. Join us in calling for the plan below to help put America back on track.
Requirement to Pass a Balanced Budget:
With the following limited exceptions, Congress must pass a balanced budget:
1) Requires 2/3 of both Houses for a specific deficit for a fiscal year.
2) Requires a majority of Congress for a specific deficit for a fiscal year during a declared war.
3) Requires 3/5 of Congress for a specific deficit for a fiscal year during a military conflict declared to be ‘an imminent and serious military threat to national security’ and the deficit must be limited to ‘outlays … made necessary by the identified conflict.’
18 Percent Spending Cap:
With the following limited exceptions, Congress must limit outlays to 18 percent of GDP (Personally, I think this is TOO high!—my addition):
1) Requires 2/3 of both Houses for a specific excess above 18 percent for a fiscal year.
2) Requires a majority of Congress for a specific excess above 18 percent for a fiscal year during a declared war.
3) Requires 3/5 of Congress for a specific excess above 18 percent for a fiscal year during a military conflict declared to be ‘an imminent and serious military threat to national security’ and the excess be limited to ‘outlays … made necessary by the identified conflict.’
Supermajority for Tax Increases:
Establishes new supermajority requirement for net tax and rate increases:
1) Requires 2/3 of both Houses for any bill ‘that imposes a new tax or increases the statutory rate of any tax or the aggregate amount of revenue.’
2) Excludes increases in revenue resulting from tax cuts.
Supermajority to Raise the Debt Limit:
Establishes new supermajority requirement for an increase in the debt limit:
1) Requires 3/5 of both Houses to increase the debt limit.
2) Requires a majority of Congress for a fiscal year during a declared war.
Congressional Enforcement and Use of Estimates:
1) Provides for congressional enforcement and the use of estimates.
Limits on Courts:
1) Prohibits courts from ordering revenue increases to enforce.
Effective Date:
1) Becomes effective the fifth fiscal year after ratification.” (A lot of time for fiscal mischief!—my addition)

Without much study of this proposal, I recognize, at least, three major problems. As I said above, the “18 percent of GDP” ceiling is too high although, as I understand it, slightly lower than what is currently being spent. Second, there is no provision for paying off our current national debt of over $14 trillion. Theoretically, that debt could continue into the future indefinitely. Consequently, I would alter the proposed Amendment to provide a systematic paying off of the national debt with the “18 percent of GDP” limit until the national debt is retired. Thereafter, the yearly spending should be capped at no more than 10 percent of GDP.
However, the MAJOR problem is that, unless the Amendment is obeyed, the Amendment is just words on paper. As I have been demonstrating over my past posts, we, as a nation, are not presently obeying the Constitution. For years and years, the inferior federal courts have disobeyed the Constitutional requirement of Article III, Section 2, ¶ 2 that: “In all Cases affecting Ambassadors, other public Ministers and Consuls, and those in which a State shall be Party, the supreme Court shall have original Jurisdiction.” Why will this Amendment be any different?
The State of Illinois presently has a Constitutional requirement of a balanced State budget. It also has Constitutional restrictions on debt. Both are continually violated by executive and legislative slight-of-hand. At the federal level, why will this Amendment be any different?
What is needed is not a Constitutional Amendment that may make us feel better but may or may not be followed. What is needed is that we, the people demand that spending and the debt be cut and be cut now!!! And if not, we defeat those members of Congress who refuse to respond, at the next general election. And remove from office at the next general election any President who continues to propose more government spending whether or not it is called “investments” in the future.
In the final analysis, we, the people get the government for which we vote. It is OUR responsibility. Don’t like what is going on? Change it! And we have started the process with the 2010 election. We MUST keep it going. In a Republic, the outcome of government is OUR responsibility. WE GET WHAT WE VOTE FOR!!! OR DON’T VOTE FOR!!! We, the people have the ultimate voice! If we don’t use it; we WILL lose it!!!
I have included the above petition because it gives us an opportunity to voice our opposition to the current irresponsible spending of the federal government. The same is true for the following petition.
