When the Republican Party increased its majority in the House of Representatives and gained the majority in the Senate in the 2014 election, there were high hopes that the pro-life agenda would advance at the federal level. Given the results of the first two months of the new Congress, those hopes seem less and less likely to be fulfilled. Both the House and the Senate seem unwilling to fight for any legislative achievement. They seem unwilling to even attempt to stop an out of control President that lawlessly ignores congressional law, rewrites congressional law, and writes his own law contrary to the Constitution.

Given these circumstances, it seems we should concentrate our legislative efforts at the State level rather than wasting time and resources at the federal level. The 2014 election also provided outstanding gains for Republicans at the State level. Counting Alaska which has a Independent governor, there are twenty five States that have the Governor’s office and both Houses of the General Assembly controlled by Republicans.

They are:

By the end of the 2016 session, all 25 States should pass and have signed by the Governor the following legislation if not already law in the particular State:

1) End all State government and local government funding of Planned Parenthood within the State. Planned MURDERHOOD is the largest single organization in the nation that aborts/MURDERS unborn babies. The organization should receive absolutely no money from the government to fund any of its activities! Its primary mission is to MURDER unborn babies!

2) End all abortions/MURDERS after 20 weeks based upon the scientific fact that unborn babies feel pain at this point if not earlier.

3) End all abortions/MURDERS which occur by dismemberment. Babies are literally torn apart in the womb which is unquestionable a form of torture that has long ago been banned except in the case of unborn babies.

4) Require informed consent before a mother may proceed with an abort/MURDER of her child. The mother should be informed that live begin at conception.

· ALTERNATIVES to ABORTION include: parenting, foster care and adoption. Medical assistance benefits may be available for prenatal care, childbirth, and neonatal care. More detailed information on the availability of such assistance is contained in the printed informational materials you received from Center for Women’s Health, or online at: www.womansrighttoknow.org and www.kansaswomansrighttoknow.org,

· ‘… the father of the unborn child is liable to assist in the support of her child even in instances where he has offered to pay for the abortion …’

· ‘… the abortion will terminate the life of a whole, separate, unique, living human being …’

· ‘… the woman is free to withhold or withdraw her consent to the abortion at any time prior to the invasion of the uterus without affecting her right to future care or treatment and without the loss of any state or federally funded benefits to which she might otherwise be entitled …’

· ‘… No person shall perform or induce an abortion when the unborn child is viable (greater than 22 weeks) unless such person is a physician and has a documented referral from another physician not legally or financially affiliated with the physician performing or inducing the abortion and both physicians determine that: 1) the abortion is necessary to preserve the life of the pregnant woman; or 2) a continuation of pregnancy will cause substantial and irreversible impairment of a major bodily function of the pregnant woman …’ And, ‘… No person shall perform or induce a partial birth abortion on a viable unborn child (greater than 22 weeks) unless such person is a physician and has documented referral from another physician not legally or financially affiliated with the physician performing or inducing the abortion and both physicians determine that: 1) the abortion is necessary to preserve the life of the pregnant woman; 2) a continuation of pregnancy will cause substantial and irreversible impairment of a major physical or mental function of the pregnant woman …’ If the child is born alive, the attending physician has the legal obligation to take all reasonable steps necessary to maintain the life and health of the child …’

5) Define human life as beginning at conception. That such human life is a person as defined by science and the State. Therefore, that life is protected by the laws of the State just as all other human life is protected.
