The last figure I’ve seen is that the State of Illinois is about 11.5 billion dollars in debt. The State managed to accomplish this feat during a period of growing Gross Domestic Product. The last two quarters of 2008 were the only period of recession for the country in the last eight years—2000-2008.

The last two years—2007 and 2008—the General Assembly and the governor could not agree on a balanced budget either in name or in fact. The government, sometimes by governor fiat, added expensive programs and did little to control costs.

Facing a 11.5 billion dollar shortfall and in a recession that has curtailed revenue, the new governor (as you recall our previous governor was impeached, convicted, and removed from office) has proposed some slight budgetary cuts in some restricted areas and an increase of the State income tax rates (one individual; one corporate) by 50%. For individuals, that’s a change from a flat rate of 3% to a flat rate of 4.5%.

My question is: If the State government could not adequately balance the budget in the past, why should we expect them to balance the budget if given even more of our money? Shouldn’t the people demand that the government FIRST demonstrate its ability to handle the money it already has before allowing the government to increase one of our major taxes by 50%?

The main problem seems to be one that has infected most governments in this nation including the federal government—the governments are incapable of or politically unwilling to set priorities. They seem to have never met a program that was not worthy of spending money on and increasing money for said programs year, after year, after year. Thus, once a program begins, it grows and grows and grows with little chance of it being ended. Consequently, the government’s role seems to have changed from providing protect to its citizens to providing all “good” things to its citizen from the cradle to the grave.

The result: The governments are very good at spending money during good times but seemingly incapable of making “harsh” cut backs when times are not so good. The argument: our help, assistance, and control (Control being the operative word.) are needed even more during bad times. We will make it up when times are good again. Yet, governments seldom make it up when times are good because they always seem to be needed for some “new, good” cause(s).

The primary purpose of State and federal (national) governments is to protect its people—for the federal government, to protect the people from outside forces whether other nations, pirates, and/or terrorists. For both the State and the federal government, to protect the people from one another—for example, from being murdered—and sometimes from ourselves—such as laws against suicide or laws that prevent people from using drugs that result in harm to themselves or others. The primary purpose of government is NOT to improve the economy, make our life easier, or to care for us from cradle to grave.

What happened? When did we become so needy and so helpless? When did our priorities become of equal value in all areas? When did we decide priorities are not important? When did we decide we could do all things for all people—when be definition we can not?

There is an old saying: “You get what you vote for.” And we have gotten what we have voted for. Enjoy the ride—you asked for it.
